Simon thought that this was an ability the disciples had at their disposal. Peter rebukes Simon for thinking that he could buy this apparent ability to impart the Holy Spirit (The believers received the Holy Spirit and not a particular gift). The Holy Spirit is given through faith and not our works(Acts 3:12;11:15-17; Gal. 3:5). The laying on of hands is an act of faith in trsuting God to do what He had promised.
